Delivering Effective Climate Action

Global temperatures have risen between 0.95 and 1.20°C since the pre-industrial era, pushing public authorities to act on climate risks. With scientists warning that a 2°C increase could have catastrophic consequences, the DECA project (Delivering Effective Climate Actions) seeks to enhance climate change adaptation in eight European regions.
DECA will develop innovative policies and financing strategies to improve governance, fund new projects, and implement community-based adaptation plans. Key objectives include: 1) strengthening governance in climate adaptation, 2) financing necessary adaptation projects, 3) enhancing climate risk management with local authorities.
The project will build capacity by providing training, improving data quality, and fostering collaboration. DECA will also support smarter funding approaches, creative partnerships, and robust investment planning. Ultimately, DECA will accelerate the public sector’s ability to address climate risks and lead with stronger, more resilient adaptation strategies for communities.

Project budget: 2 077 108 € (incl ERDF support 1 661 686 €)
TREA budget: 213 058 € (incl ERDF support 170 446 €)

Project duration: 2024−2028

Project aims: The aim of project is to test and develop innovative policies and financing to increase investment, reduce costs and accelerate the effectiveness of climate change adaptation in 8 European regions

 

Project results:

• 8 actions plans (1 per country) to improve policy instruments to provide stronger leadership and better protection – improved climate adaption parts in energy- and climate plans.
• Identify and share good practices to address the key problems.
• Build capacity of 8 public authorities through training and knowledge transfer (skills, adaption actions, data quality, understating between stakeholders, adaptions investment proposals).

Project partners are eight organisations from eight countries:

  • County Administration Board of Kronoberg (SE);
  • Roermond Municipality (NL);
  • City of Ostend (BE);
  • Lisbon Municipality (PT);
  • Province of Treviso (IT).
