What\u2019s holding back renovation in Central and Eastern Europe?<\/strong><\/p>\n

Building renovation is a key strategy to reduce energy use, improve indoor comfort, and cut emissions \u2014 but many homeowners and public authorities still face significant obstacles when trying to carry out renovations.<\/p>\n

Tartu Regional Energy Agency (TREA) has published a new report exploring the technical and economic barriers<\/strong> to renovation in five pilot countries \u2014 Croatia, Estonia, Poland, Romania, and Slovenia<\/strong> \u2014 as part of the CEESEN-Bender project. The findings are based on expert surveys and national inputs gathered throughout 2024.<\/p>\n

Some of the main barriers highlighted in the report include:

\n\u2022 Unstable and limited grant funding<\/strong> and lack of flexible financing options (e.g. green loans).

\n\u2022 Low awareness among homeowners<\/strong> about renovation needs, benefits, and available support.

\n\u2022 Shortages of skilled workers and designers<\/strong>, especially in the construction sector.

\n\u2022 Limited technical support<\/strong> for planning and managing renovation projects, especially for energy-poor households.<\/p>\n

To address these challenges, the report provides clear policy recommendations<\/strong> grouped under three themes:<\/p>\n

    Improving communication and awareness<\/strong> of renovation benefits and available support.<\/p>\n<\/li>\n

  2. \n

    Strengthening technical support and capacity building<\/strong>, including through One-Stop Shops.<\/p>\n<\/li>\n

  3. \n

    Developing more accessible and flexible financing mechanisms<\/strong> tailored to diverse household needs.<\/p>\n<\/li>\n<\/ol>\n
